Short biography
Dr. Irena Barkane is a researcher at the Institute of Legal Science, Faculty of Law, University of Latvia. Her expertise covers AI regulation and ethics, digital policy, EU law, human rights, data protection, and security. Irena has led a number of international research projects focused on legal, ethical and social impacts of AI and other technologies. She also teaches Information Technology Law course. In 2016, she founded a technology law consultancy firm ICT Legal. In 2020, Irena served as Vice-Chairperson that drafted the UNESCO Recommendation on the Ethics of Artificial Intelligence, adopted by 193 Member States in 2021. The Latvian Academy of Science has recognised her book “The Role of Human Rights in the Age of Artificial Intelligence” as one of the most significant achievements in Latvian science in 2023.
