Abstract

Taking care of the protection of encrypted data against the abilities of quantum computers to decode hidden data, encryption methods are currently being intensively researched and quantum-resistant e-infrastructure transformation projects are being implemented, including the national QKD backbone implementation in Latvia as a part of EU QKD network. Quantum secure technology deployment needs a wide spectrum of innovative technology solutions (there is a wide area of the technology playing field), in this technology playing field is a narrow and closed market for trading of industrial goods for technology implementation. It is very difficult to predict the purchase price the current situation is characterized by many dynamic growing innovative start-up companies. The article identifies an analogy between procurement process management and logic puzzle-solving tasks. The article provides links to the recommended literature for studies to prepare the procurement technical specification and finally, the article contains the technical specification for the purchase of QKD equipment for national backbone deployment start-up. The article adds a brief rationale for choosing this particular technical specification.
